ABSTRACT:The total action traffic lights give their passing or green times according to the vehicular demand that circulates through a certain intersection. The problem they have is that when calibrating passing times, historical data related to the intersection is used, such as the number of vehicles that circulate in certain hours. These times are tested and calibrated again, when the traffic lights are already installed, which implies costs and time. For this, a software was developed to simulate the behavior of the vehicular flow in a certain intersection controlled by this type of traffic lights. The idea is to test through the simulator, the passing or green times before installing the programming in the traffic light itself. This article shows the design and implementation of a software to simulate the behavior of vehicular flow in an intersection controlled by total action traffic lights. Keywords: Smart City, Congestión Vehicular, Semáforos, Simulador
