COP28 IN DUBAI IN A GLOBAL SITUATION OF WAR AND SCEPTICISM

The winds are not blowing in the best direction for tackling the ever greater challenges posed by the serious global situation of climate change: if the previous COP27 in Cairo reached a final decision document "in extremis" that has remained in a situation of executive "impasse", it is uncertain what COP28 will bring in a world already affected by the war in Ukraine, now shaken by the Palestinian-Israeli clashes and globally tense due to international relations of a technical-economic nature.

The Conference of the Parties (COP28) is scheduled to take place in Dubai (United Arab Emirates) from 30 November to 12 December. It should not be forgotten that this is the decision-making body of the United Nations Framework Convention on Climate Change and will have to update the objectives and actions underway.
As a reminder, we reproduce the titles of the sections that were included in the aforementioned final document:
- Science and urgency
- Increasing ambition and implementation
- Energy
- Mitigation (of climate change)
- Adaptation
- Loss and damage
- Early warning and systematic observation
- Implementation - pathways to a just transition
- Financing
- Technology transfer and deployment
- Capacity building
- Adoption of reviews
- Oceans
- Forests
- Improvements in implementation: action on non-participating stakeholders
Only if we look at the statement made in the section on climate change mitigation: Recognising that limiting global warming to 1.5°C requires rapid, deep and sustained reductions in global greenhouse gas emissions of 43% by 2030 compared to the 2019 level, we can see how doubtful this target is, when the IEA tells us that peak emissions are likely to be reached in 2025 and the slowdown and even reduction in renewable investments, especially in the wind sector, is palpable. The high financing values, motivated by the fight against inflation, do not exactly help to have an optimistic view.
